Other Attendees: Nancy McCormick, Skyler Morris, Donald Long
The monthly meeting was called to order at 5:31 p.m. by Bob Brauer, Chairperson.
A quorum of voting members was present.
BUSSINESS DISCUSSION:
• Notification and Acceptance of Member Bailey Hunt Resignation: Bailey Hunt, former
Vice-Chair, submitted her resignation letter on July 20, 2026. Sammy Clayton motioned
to accept the resignation with Holly Emerson seconding, motion passed.
• Meeting Minutes Approval: Minutes of the July 2, 2026, meetings were approved with
no further discussion or changes.
• Guests/Special Announcements: None.
• Administrative Items: Nancy McCormick reported on the EIAC Fiscal Year 2027 budget
stating that the Board of Commissioners approved a total of $400 for board expenses.
Nancy gave a report on updated Ethical Responsibilities document that the Board of
Commissioners (BOC) approved on July 20th. There will be continued work on this
document and also overall policies and by-laws for all county boards so there is more
consistency.
Nancy also informed the board that the EIAC does not have official authority to disband
the entity of the EIAC, only the BOC has the ability to do so. Members can resign at any
point as they wish, but if there are no members then that would essentially mean there
will not be an EIAC through the county until new members are appointed. Currently, the
BOC Chair has requested the County Clerk to not include new Person County resident
applications for this board on the BOC agenda.
• Fall Litter Sweep: Bob reported that September 19, 2026, is approved with NCDOT and
information is being put together for public information uses.
• Household Hazardous Waste Day: Amanda Doss with Person Industries (PI) is
continuing to work on public information on HHW Day. After PI announces the date of
September 26 officially, EIAC members will be notified of any volunteer options to
participate in at the event.
• Personality Festival Planning: Person Industries has rescinded their original acceptance
to partner with EIAC on a joint booth. Additionally, the county is not authorizing the
EIAC to have a booth in any capacity at the Personality Festival.
• Library/School Outreach: Cheryl Allen brought the books purchased by the EIAC and
discussion occurred how to distribute them. Each member volunteered for a school to
distribute a book to.
• MEC Status: Sammy Clayton informed the board of the water trucks that are being used
to fill up the MEC in order to run a test. They are currently rotating between 12- and 24-
hour shifts and filling up the tanks at a local fire hydrant that uses city water.
• Microsoft Mega Site: Bob informed the members that he has written a write-up about
the Microsoft Community event that occurred earlier in the year. He informed them
that Microsoft was not using any wells or steady-site generators to open the site.
• Hyco Coal/Gas Conversion Status: Bob informed the members that there was an article
in the Courier Times about the delivery of the new turbines and generators being put at
the Hyco site.
• Tar River Land Conservancy Land Acquisition: Nancy McCormick informed the
members that the County was proposed to contribute $50,000 for the TRLC property
purchase which is located across from the MEC. While the county was to hold an
easement for an 166 acres, this was not been approved and has been tabled for at least
6 months due to the property owner being in a group that is currently tied to a pending
lawsuit against the county. Updates will be provided when available.
• Second Data Center Proposed: Nancy informed the members that a propsed new data
center site has contacted the planning and zoning department of the county. This center
is being proposed on a by-right site, which means that they will be given the green-light
for the development and no public hearing or special use permit is required. The
company is unknown but not Microsoft and no permits have been applied for currently.
Updates on the project will be shared as necessary.
• Consideration to Approve Courier-Times Article: Amanda from PI has sent over her edits
for the HHW Day article and county officials have approved the article to be released.
Nancy will submit to the Courier-Times once PI publicly release event information.
Bob informed the board that he will be moving forward with writing future articles as an
environmental column as an individual and not on behalf of the EIAC.
• Member Comments: Cheryl Allen spoke on the upcoming Southeast Pollinator Census
and passed out worksheets for members to fill out if they had time to partake in the
activity. This will be a part of an event at the library on August 21 and 28.
There being no further business, the meeting was adjourned at 6:33 p.m. The next meeting will
be September 3, 2026, at the Senior Center Social Hall at 5:30 p.m.
Respectfully submitted,
Nancy McCormick, Recording Secretary
